The proof of the understanding of the English language was made under the Migration Act 1958 and the Migration Regulations 1994. It's called the Migration (Evidence of Functional English Language Proficiency) Instrument 2025 (LIN 25/014). People who took English tests between August 5, 2024, and August 6, 2025 under IMMI 15/004 can still move to a new country.
The tool was made after talking to important people to make sure it fits with the policy's goals and meets the needs of candidates. Under the Legislation Act 2003, it is not possible to reject this type of legislative paper, and it does not need to say that it is in line with human rights.
