Canada will open a  Pathway for people to live permanently in 2025.

Canada is planning to start a brand-new immigration road to permanent residence in 2025. This will build on the success of the Economic Mobility Pathways Pilot (EMPP), a programme that helped hundreds of skilled refugees and displaced people start new lives in Canada.

The EMPP was first introduced by Immigration, Refugees, and Citizenship Canada (IRCC) in 2018. Its goal is to meet the needs of both humanitarian and business immigrants. It lets skilled refugees and displaced people move to Canada, where they can help the economy by taking jobs that aren't being filled in many areas. This trial programme has shown to be a creative and caring way to help people who need it most by giving them safety and a chance.

As of the beginning of 2025, the EMPP had helped 970 people move to Canada through either a federal or regional stream. At the moment, people can apply through the federal EMPP or programmes that are specific to their area, such as the Atlantic Immigration Programme (AIP) or the Provincial Nominee Programme (PNP). The pilot programme was recently extended until December 31, 2025. This will let more people apply and profit while the government plans its next steps.

The IRCC Departmental Plan for 2025–2026 says that a new permanent road will be opened before the end of the current EMPP pilot. Full programme details, such as who is eligible and how to apply, have not been made public yet, but the goal is clear: Canada wants to make economic movement for refugees a permanent part of its immigration system.

How EMPP Works Now?

To be qualified for the EMPP, applicants must show that they are a refugee or displaced person through one of several acceptable documents or get a referral from a partner that has been approved by the IRCC. Everyone who wants to apply must do so from outside of Canada.

At the moment, the Federal EMPP has two main streams:


a.    Job Offer Stream (up to 950 applications per year):

 

  • Needs a full-time job offer from a Canadian company
  • Have worked full-time for at least one year.
  • If the job is a TEER, there are different education and language standards.

b.    No Job Offer Stream (150 applicants per year; stopped now):

 

  • Have worked as a skilled worker for at least one year in the last three years.
  • A high school diploma from Canada or another country
  • At least a level 7 in all four skills in the language

Proof of the payment money

The EMPP has changed the way people around the world talk about resettling refugees by giving them a safe way to contribute to the economy. The permanent form of this programme should make it easier for more people to get help and help Canadian employers who are having trouble finding workers.

As the launch date gets closer, both potential employees and companies should stay up to date. This programme could help thousands of skilled workers find jobs and give displaced people around the world chances to change their lives.
