Canada's Immigration, Refugees, and Citizenship (IRCC) held its first Express Entry draw of the month. The ITAs sent to people who want to apply for the Provincial Nominee Programme (PNP) were 249.
To be qualified for this round, candidates had to have a Comprehensive Ranking System (CRS) score of at least 772 and an Express Entry profile that was created before August 28, 2025, 7:19 p.m. UTC. The cut-off is higher because people who are chosen through a provincial immigration scheme get an extra 600 CRS points.
An invitation to this draw was sent to a select group of people in August. At a draw on August 19, IRCC asked people who work in healthcare and social services to enter. The day before, on August 18, they did a draw just for people who were nominated by regional programmes for the PNP. On August 8, earlier in the month, the department looked for people who were very good at French. This showed that Canada still supports being bilingual and met the area's need for workers.

Based on the information made public today, IRCC has now given out 56,069 ITAs through Express Entry so far this year. So far, the draws have shown that the department is changing how it works to focus on people who can fill specific job openings and meet the needs of the people in the region, while still letting French-speaking newcomers come in.
The way the prizes were given out this year shows that this focused method was used. The big winners have been PNP candidates, and 16 draws have been set aside for candidates from each province. There have been eight draws for people who want to apply for the Canadian Experience Class (CEC). Four draws have been for people who speak French well, four draws have been for people who work in social services or healthcare, and one draw has been for people who run schools.
It's clear that provinces and territories need to meet the needs of the regional job market because IRCC is focused on PNP prospects. The best way for provinces to find skilled workers to help their local economies is to put people forward through their own programmes.
The IRCC hasn't said for sure if PNP and category-based draws will stay at the top of its list of goals for the rest of 2025. New trends, on the other hand, show that Canada's immigration system is becoming more in line with the needs of both the national and local job markets.
