Quebec Invites more than 200  Provincial Nominee applications

There were 231 requests to apply for a Quebec Selection Certificate (CSQ) through the Skilled Worker Selection Programme (PSTQ) on August 28, 2025. These requests came from the Ministry of Immigration, Francization, and Integration at the provincial level. People with strong academic and professional backgrounds in two specific fields were sent the invites. This shows that Quebec is still trying to get highly skilled people to move there so they can help the job market and integrate with other cultures.

The Key Highlights of the Draw –

They were sent out under the PSTQ's Stream 4: Exceptional Talent and Stream 1: Highly Qualified and Specialised Skills.

For Stream 1 (Highly Qualified and Specialised Skills) -  227 people were asked to apply. People could apply if they already lived in Quebec, had a diploma from a high school, college, or trade school in Quebec that was accepted, and had enough points on the province's selection grid. The requirements were at least:

 

  • A college or university diploma with at least 30 points, or
  • An adult intermediate diploma or a college diploma can be earned with at least 900 hours of study.
  • Those who wanted to run had to get at least 760 plus one.

Stream 4: "Exceptional Talent" - This stream needed four people to fill it. They had to have a PhD and have worked in their field for at least three years in the following five years.

What are the changes to the way immigrants can come to Quebec?

These invitations are part of Quebec's bigger plan to bring in new people. From June to August, Jean-François Roberge, who is in charge of immigration, made new rules that will last for four years. The government is working to hire skilled workers, protect the French language, and make sure that people will be able to live together in peace for a long time.

Here are some steps that have already been taken:

  • The next Québec Experience Programme (PEQ) for Workers and Diplômes will not happen until November 30, 2025.
  • Going back to work for the PSTQ in July 2025.
  • The Collective Sponsorship Programme for Refugees Abroad has been put on hold until December 31, 2027.

What are the steps  for the Quebec Immigration Program?

  • Limiting renters who only stay for a short time.
  • People from other countries who come to work temporarily will drop from 72,000 to 65,000 over the next four years.
  • Putting the routes of temporary residents to permanent residents first.
  • To get a new work pass, you need to be able to speak and understand French.
  • Anyone with an opinion on these ideas was recently asked to share it. By October 2025, a final plan for the number of immigrants should be ready.

Quebec is still trying to find a balance between the needs of the job market, the needs of the people who live there, and the needs of national identity. At the same time, the province is trying to make it possible for skilled workers to stay in the province for a long time.
